Census 1871 ‎(Age 32)‎ Toronto, Ontario, Canada

Note: Back in Toronto by 1871. Emma was born 1864 in Toronto, and there were twin boys still born in 1865. Anna was born 1866 in Ottawa and William was born 1868 in Ottawa. But by the time of this census in 1871 they were back in Toronto. Why did they move from Toronto to Ottawa in the years 1865 to 1971? Was it something to do with Confederation in 1867?
